PINES Circulation Matrix

Fine Levels

Every copy has a flag called "fine_level" that determines the level with which the item circulates, within a pre-determined range of levels. By default, copies are set to "normal". If a copy has been manually altered to "high" or "low", the fine level will change according to the table below. For example, if a given item circulates at $.10/day (based on the circ modifier, MARC, etc.) and the item flag is changed to have a "high" fine_level, then it will circulate at $.50 / day.

The "Recurring Fine" column in the following section "Default Circulation Matrix" lists the "normal" level for the given type of item

Default Circulation Matrix

Caveats:

  • With respect to circ modifiers, “art” is the same as “ART”, etc.
  • When an item has a circ modifier, that modifier takes precedence over the MARC item type when determining circulation rules.
  • If an item has a circ modifier that
    does not match a modifier in the table below (exact spelling, case
    independent), then it will have no bearing on how the item circulates.
  • Every copy has a “loan_duration”
    setting which can be set to “short”, “normal”, or “long”. By default,
    an item is set to “normal”. Manually changing this item setting will
    result in a different loan duration. Although, you'll note that it
    makes no difference in most cases with the current matrix.
  • All pre-cat copies circulate for 14 days at the $.10/day fine level, with 2 renewals.

Max Fine Levels

  • Systems using the maximun max-fine level of $100:
    • DTRL SJRLS
  • Systems using the medium max-fine level of $10.00:
    • ARL CHRL ECGR FRRLS HCLS OCRL OHOOP OKRL PMRLS PPL STRL
  • All other systems use the $5.00 max-fine level

Special User Groups

Users in the following groups (or sub-groups) accrue no fines on circulations:
“Staff”, “Trustee”, “Outreach”

All items circulating to “Outreach” users have a loan duration of 2 months with 2 renewals

Holds Logic

The following scenarios will prevent hold placement.
Note, however, that many of these events may be overridden by staff
with sufficient permissions. Also, title-level holds, for example, may
have many potential copies. The tests below would be run against each
potential copy until all tests succeed or no usable copies are found.

  • The patron is barred
  • The “reference” flag on the item is turned on
  • The “circulate” flag on the item is turned off
  • The item circ-mod is “bestsellernh”
  • The item circ-mod is “eventpass”
  • The following circ-mods, MARC
    types, etc. may have holds placed on them if the patron's home library
    or the library where the staff placed hold is made resides within the
    same system as the requested item:

Age protection

Each item (copy) has an “age_protect” flag which may be set to 3 month, 6 month, or none.

  • If set to “3 month” and the item
    was created less than 3 months ago, the item is only holdable by
    patrons whose home library matches the circulating library of the copy.
  • If “6 month” is set and the item is
    less than 6 months old, the item is only holdable by patrons whose home
    library is within the same system as the circulating library of the
    item.
  • If age protect is set to none, then no age protection occurs.

Note that an item with “3 month” protection automatically becomes “6
month” protected while the item is between 3 and 6 months old.
