- added information on charging processing fees for damaged items

- updated Long Overdue info (will be implemented October 2014)

- added information about scanning library card numbers from mobile devices (allowed beginning July 2014)

- added information on patron profile changes (new Homebound profile, new GLASS profile, phasing out of Outreach profile)

- moved staff account and 'My account' info to section I of the document rather than section V
